India Joins Artemis Accords and Collaborates with NASA: A Giant Leap for India's Space Exploration

India-US collaboration expands to semiconductor industry, critical minerals, advanced technologies, and higher education

Date: 22 June, 2023

In a significant development highlighting the growing cooperation between India and the United States, India has decided to join the Artemis Accords—a collective agreement among like-minded nations on civil space exploration. The announcement came ahead of the meeting between Indian Prime Minister Narendra Modi and US President Joe Biden at the Oval Office. Alongside this landmark decision, NASA and the Indian Space Research Organisation (ISRO) have agreed to embark on a joint mission to the International Space Station in 2024, underscoring the strengthening collaboration between the two space agencies.

The Artemis Accords, built upon the foundation of the Outer Space Treaty of 1967 (OST), serve as a non-binding framework guiding civil space exploration and usage in the 21st century. Led by the United States, the Artemis program aims to return humans to the Moon by 2025, ultimately paving the way for expanded space exploration to Mars and beyond. India's decision to join the Artemis Accords aligns with its vision for space exploration, emphasizing the benefit of all humankind.

Furthermore, NASA and ISRO are actively developing a strategic framework for cooperation in human spaceflight, aiming to deepen ties and foster joint initiatives in this area. This collaboration reflects the shared commitment to advancing space exploration and leveraging each agency's expertise and resources.

In addition to space exploration, the India-US partnership extends to other crucial sectors. The semiconductor industry, essential for the global technology ecosystem, has become a focal point for collaboration. US companies are joining forces with Indian counterparts to build a robust semiconductor ecosystem that promotes supply chain diversification. Notably, Micron Technology, with support from the Indian National Semiconductor Mission, has announced a significant investment of over USD 800 million. This investment, coupled with additional financial support from Indian authorities, will establish a USD 2.75 billion semiconductor assembly and test facility in India.

Moreover, US-based Applied Materials has unveiled plans for a new semiconductor center for commercialization and innovation in India. Another key player, Lam Research, a semiconductor manufacturing equipment company, will introduce a training program for 60,000 Indian engineers through its semi-verse solution, contributing to India's semiconductor workforce development goals.

Recognizing the importance of critical minerals and mineral security, the United States will support India's membership in the Mineral Security Partnership, an initiative led by the US State Department. This partnership aims to strengthen critical minerals' supply chains and ensure an ample and reliable supply of these essential resources for achieving climate, economic, and strategic technology objectives.

The collaboration between India and the US extends to advanced computing, artificial intelligence (AI), and quantum information science. The establishment of a joint Indo-US quantum coordination mechanism will facilitate increased collaboration between industries, academia, and governments in both countries. The signing of a new implementation arrangement on AI, advanced wireless, and quantum technologies further underscores the commitment to advancing these transformative fields.

The two nations are also collaborating on advanced telecommunications, particularly in the areas of 5G and 6G technologies. Partnerships and field trials, including the deployment of Open Radio Access Network (RAN) systems, are being explored. The US International Development Finance will extend its support to promote cooperation and facilitate deployments in India. The US Next G alliance and India's 5G and 6G initiatives will lead a new public-private Cooperation forum, fostering innovation and advancement in these critical telecommunications technologies. Additionally, Indian participation in the US rip and replace program, aimed at removing telecommunications equipment made by untrusted vendors, will be welcomed.

Recognizing the immense talent in science, technology, engineering, and mathematics (STEM) fields in both countries, efforts are underway to enhance people-to-people ties and higher education collaborations. A task force, led by the Association of American Universities and counterparts at the Indian Institute of Technologies, has paved the way for the launch of a university network called Indo-US Global Challenges to Federal Spark. This network will foster new research partnerships and exchanges in fields such as agriculture, energy, and health, capitalizing on the enormous talent pool in both nations.

The partnership between India and the United States across various sectors holds immense promise and potential. By joining the Artemis Accords, India solidifies its commitment to space exploration for the betterment of humanity. Collaborating with NASA on a joint mission to the International Space Station further strengthens the bond between the Indian and American space agencies, enabling the sharing of knowledge, expertise, and resources.

Moreover, the collaborative efforts in the semiconductor industry will bolster India's position as a key player in the global supply chain, contributing to the diversification and resilience of this critical sector. The investments from Micron Technology and the establishment of a semiconductor center by Applied Materials highlight the growing recognition of India's potential in semiconductor manufacturing and research.

India's membership in the Mineral Security Partnership demonstrates the shared commitment to ensuring a steady and reliable supply of critical minerals essential for various sectors, including clean energy and advanced technologies. This collaboration will further support India's efforts in achieving its climate and strategic technology goals.

The focus on advanced computing, AI, and quantum information science signifies the recognition of these cutting-edge technologies as catalysts for innovation and economic growth. Through collaboration and coordination, India and the United States can harness the full potential of these fields and drive advancements that benefit society as a whole.

The partnership in advanced telecommunications, particularly in the areas of 5G and 6G technologies, holds significant promise for both countries. By embracing open RAN systems and collaborating on trials and deployments, India and the United States can advance the development and implementation of these transformative technologies, paving the way for enhanced connectivity, digital infrastructure, and economic growth.

The launch of the university network Indo-US Global Challenges to Federal Spark underscores the importance of leveraging the immense talent in STEM fields in both nations. By fostering research partnerships and exchanges in critical areas such as agriculture, energy, and health, this initiative will drive innovation and address global challenges through collaboration between academia, industry, and government.

The deepening partnership between India and the United States across space exploration, semiconductor industry, critical minerals, advanced technologies, and higher education signifies the shared commitment to progress, innovation, and mutual growth. These collaborations not only enhance bilateral ties but also have far-reaching implications for the global technological landscape and sustainable development.

As India takes significant strides in the fields of space exploration, advanced technologies, and innovation, the nation is poised to make substantial contributions to humankind's collective journey into the future. The collaborative efforts with the United States bring together the expertise, resources, and vision of two nations, amplifying their potential to create a positive impact on a global scale.
